Department of Financial Administration

The Department of Financial Administration provides all financial administration, budgeting, accounting, and property management and procurement for the Central office.

The Department also provides training and technical assistance in the areas of accounting, budgeting, cash flow and financial reporting systems to member programs and to other health programs under Fee-for-Service contracts.

Upon request the following services are provided to member programs:

  • Assess fiscal areas of need and provide technical assistance in the areas of accounting, budgeting, property management and procurement, and financial reporting systems.
  • Prepare special reports such as the Federally Qualified Health Center cost report for Tribal health organizations.
  • Assist Tribal health organizations' chief financial officers in developing and implementing organizational and program budgets and budget analysis system, including budget endorsement (encumbrance) systems.
  • Advise management on changing program operations which may effect the accounting system and formatting of new reports to satisfy information requirements.
  • Assist Tribal health organizations' chief financial officers in creating new account structures as needed.
  • Prepare written accounting procedural manuals for participating Tribal health organizations and/or update existing manuals.
  • Assist in the implementation of an adequate internal control system.
  • Assist in the resolution of audit reports
  • Provide training to health program boards/councils or fiscal staff in the areas of financial management and budgeting.
  • Assist in preparation of the annual inventory required by funding sources.
  • Direct on-site services to fiscal staff in reconciling accounts, especially in anticipation of the annual audit.
  • Able to assist programs with notary services.
